Alright, but this probably going to turn into fic, which means it might take a while.

1. He had the power to declare the Captain unfit for duty.

2. He knew most of the senior officers’ secrets, either through their medical reports, or getting drunk together (Scotty especially will never cross him).

3. He has the trust of most of the senior officers, in part because they know he knows, and he hasn’t taken over the ship yet (Doesn’t mean he won’t).

4. He has minor telepathic abilities, picked up after several too many aliens messed with his head.

5. He’s stronger than he looks: physically, emotionally, and mentally. This causes people to underestimate him.
