Low Potency Homeopathy

Your illustrated guide on how homeopathy works has it wrong in the very first sentence,"...but that this only works when the substance in question has been diluted repeatedly." This is not true. Homeopathic medicines are prescribed from tinctures on out. Many homeopaths only use remedies that are low potency, ie: which contain material substance. It is the application of the remedy based on similars that makes it homeopathic, not how much it's been diluted. Stuart H. Garber, D.C., Ph.D. www.drgarbers.com

So what is the mechanism that allows a substance (water) to act like another substance and why does it have the reverse effect of the source substance?
One thing that every homeopath ignores is that there is no mechanism to do what they claim homeopathy does. How would you write the first sentence to reflect what all homeopaths believe? Skipping to the end how does h2o tell a brain cell that its not water?
Please don't answer any of these questions with anecdote. Show me experiments that prove the mechanism.
