You're lookin' in the right place because working out is my life. You're so small, so it might be a little harder for you to tone up (a lot of people tone fat into muscle). But, if you start to eat a lot of protein and a well-balanced carb diet (I hate that word, "Diet") then your body will have some of the essentials to build muscle.
You can get a membership at the YMCA (where I work), it's never busy and they have awesome equipment. You could get a membership at the Aquatic Center... don't go to one of those expensive places, it's not worth the cost or hassle! Also, consider taking a cardio class, or something like Pilates. Pilates focuses on relaxation while building muscles... it's the most intense-relaxed workout I've ever done, and I'm addicted to it! It's $7/class at the Y, every Tuesday at 6:15pm.

I'm not exactly sure about the cost, but most places like that have a discount membership for students. If I didn't work at the Y, I'd get a membership at the Aquatic Center for the pool alone... the one at the Y is small and icky, kids peeing and barfing in it all the time... yuck!
