So after re-watching some episodes from my favorite show Community I saw this and decided  needed to do this for halloween.

I feel like you could get pretty close with a light colored chambray/denim shirt and get some close matching chambray fabric to make a circle skirt. Tuck the shirt, and hide the seam with the apron strings. That simplifies the dress-making bit, at the least.
