I just measured the shaft height on Huntress from the inside of the heel, and it's 13". So if your calves are 16" circumference 13" up from the floor, it could work. Hope that helps.

You might try sizing up. I have one pair of knee-high boots in a size 11 (mistake) and size 13, and the shaft of the 11's just barely zips up, but the shaft of the 13's is almost comically loose. That seems to fit my general observation- shafts are wider in the larger shoe sizes.
You can try padding the boots with athletic inserts to make the fit around your foot more snug.

ETA: I should probably note, though, that I wear an 11 or a 12, so they might not be so accommodating at smaller sizes.
