Bike shorts?

I am seeking shorts to wear under dresses. Right now I have cut off leggings but because I literally took a scissor to them, they don't stay down and roll up my thighs! Where (online) can I find bike shorts for a 16? TIA!

One thing to note - They run big. I'm a 16-18 on bottom but I take a size L (10-12) in these.

Do these have a seam at the inner thigh? It's my one annoyance with the Danskins. Because of the seam, they are louder, and also sometimes bother my skin.

There are two seams so that they're not in the middle of the thigh. I usually am annoyed by noise and seams coming apart and these don't bother me or unravel.

The photo looks like shorts length leggings, but what I got was much baggier; like just regular knit shorts. Just an FYI if anyone was thinking of purchasing these.
