What I found from a fan somewhere (can't find the link now):
There are two contradictory explanations. In the Virgin era received wisdom was that the Tattoo was somthing to do with the Cult of Rassilon the Vampire (I think it was excised from a final Cornell draft, but I could be wrong), and in the BBC Books era it was stated by Lawrence Miles to be the same as the convict mark used in Shada, the Time Lords' prison planet, and was a symbol that the Doctor was a criminal in exile.

Crackiest how? *L* I caught that: he's just a character in somebody's magazine. But still. *L* The name, the name! *flails* What's even closer to that is Jack Hawksmoor. He killed a lady named Rose Tattoo, after she had killed a guy called the Doctor.
And those characters are created by Warren Ellis, the creator of Pete Wisdom, who has his own series being written by none other than Paul Cornell!! That's the biggest WTF ever.
