looking for Captain America: Winter Soldier fic

I'm pretty sure I read it on AO3, it's an outsider POV fic where a SHIELD agent accidentally joins Hydra by over hearing the "hail Hydra," taking it as a joke, & then whispering it back to people. I think he ends up in a briefing for a 'Murder Captain America' plan & that's when he realizes Hydra is still alive & starts planning on bringing them
