She was cutting and decorating ALL THE THINGS, yes, and Artemis seemed to be regretting following her into the common room, given how the poor cat was trying to shake glitter off his whiskers.

Pinkie was absolutely there. She seemed to have managed to accidentally glue construction paper hearts to three of her hooves.
