Peter was distracted by thoughts of the the apparent magic that Willow wanted to play with later, but he tried to focus on the topic at hand.

"No," Peter said decisively. "A 'just war' includes the idea of not targeting or involving non-combatants and civilians. The weapons a modern society can deploy make that impossible. When the war is waged not just on the soldiers, but also on their families at home, it can not possibly be considered just."
