Massachusetts : Unless hell breaks loose, first to give out same-sex civil marriage licenses recognized by the state on May 17, without huge screw-up but simply a Supreme Judicial Court ruling.
Oregon : First same-sex civil marriage licenses recognized legally by a State - a handful of same-sex couples are definitely and official legally married in Oregon right now. Court, will recognizing licenses already given out, also halted issuing of licenses, up to Legislature now to decide whether they'll move towards equality or discrimination.
