I was stymied and frustrated when I was supposed to write opinion pieces late in my high school career because I did not think I had any opinions on the topics. Looking back, that may or may not have been true. What was true was that I had had years of being graded on correct answers and it would take a great act of bravery to risk my entire future (or my "permanent record" which now turns out to be less permanent than I thought) with an expressed wrong opinion. It was safer to just not have opinions, right?

Sorry to take so long getting back to you. Yes, that is the problem. How so we get kids to see that there's a difference between facts which need to be right and opinions which only belong to the individual holding them? I've always thought the arts were a good way to start, but just getting them in the concert hall/museum/theater can be difficult.
