Bella always suspected her magpie would be the best of the Blacks - she was just convinced it was far too early for him to be in a war. Which is why she blames Sirius entirely for what happened, for running away and leaving that responsibility to Regulus.
They definitely agree on that! But being closer to Reg's age, Severus sees him as less young, and of course Regulus acts a bit less young with a guy about his age. But yeah, Severus is, honestly, angrier with Sirius for what he sees as failing to be Reg's brother than for the Prank.
