I'm not a big fan of laws... I don't believe they serve much purpose. Realistically they say "If you do x, and you get caught, you might have to pay y cost." Ie. If you kill someone and you get caught and you can't afford a good enough lawyer, you might go to jail

these rules are about playing nice together

which is fine, until someone thinks the rules don't apply to them, or that they're better than other people....

kinda like communism.

Yeah, there's definately a parellel. :)

Only in Communism it's almost always the ones in power who ignore the rules.

In this case it was Joe Average.

Mind you... plenty of people in power in a democracy sour the pot by ignoring rules too.
