i am russian and I can say that sometimes russian people can mix something concerning documents..
Last year I was going to study to Italy and italian University messed everything too.. I had to make a dozen of phone calls fixing issues that they sent all paper documents to a wrong address and then that they accomodated me in another campus, which is located in completely different city :)

Contact the Russian embassy or consulate in your home country, and they will tell you the appropriate visa forms to request, complete, and return to the embassy. (You can do it in person if you live in a city where consular services are offered.) You will probably also need to submit a copy of your acceptance letter to Moscow State University, along with proof that you can financially support yourself while studying in Moscow (bank statement showing you have X amount in your account, or scholarship or financial aid award letter, or notarized affidavit from family stating they will support you.)
When I applied for a student visa to Hungary, I had to also send them my U.S. passport (!!!) and a visa processing fee of about $90. Fortunately, all of my paperwork and my passport came back to me within about 3 weeks.

get them on the phone asap, and make them fax the letter
once you have it, getting a visa doesn't need to take that long
last one i got from the russian embassy took 2 days (and an extra ~$300)
you'll probably have to go to the consulate in nyc, but you don't have much choice
