Mistakes

I think that it was a mistake to cut my hair. I now want it to be as long as I had it before the cut. I don't know why I always cut it when I know that I'm going to miss it only a few months later. I can't wait until April/May when it all grows out. I want to redye it dark brown/black and get layers again

No, maybe, maybe. Depends on how passionate you are about what you're gonna permanently ink on your body. And how you'd feel being old with the tattoo (Either you'd hate it or it'd be a positive reminder about your youth, if it's the latter then go for it)... but hey, you only live once.

I volunteer to go with you and hold your hand if need be. :)

My last final is on the 14th.. but then I'll be in Boston till the 21st. You know you want to go to the piercer and/or tattoo artist after I get back ;)

The first one, no. But if you're questioning a tattoo, that means you probably have misgivings about doing something so permanent. So don't do it.
