Some might, but it isn't guaranteed. You can also get them from the card exchange, affiliation choice cards, trading with other players if they have them (or get them to cert the cards for you in a trade), or you happen to find what you need in the card shop. So there are several of ways you can get the cards assigned for your secret santa.

Once they're turned in they can be removed and recorded in your activity log as part of an event or donation.

They need to be in by the deadline tonight as I'll be organizing everything tomorrow to get them posted. I'm MIA Friday/Saturday for family Christmas plans, so I can't delay it later than that for everyone to get their gifts. ;;
