I'm going to see if I can figure out why you can't add tags. I've been off LJ for a while and since I've come back I noticed that they switched things around, so I need to re-learn everything. I'll see what I can do.

I think you might need to change the tag settings, which can be found over here. If you click on it, you have the option of 'who can make new tags' to 'any user' or 'members only', either would work.
