Welfare recipients may well be mostly white in the US, but that's the most common race/ethnicity in the US. Stereotyping aside, it's more interesting to ask about per capita welfare use if you group recipients by some attribute or another. Hint: Asians do ok :).

On the second point, while I'm not saying the drug tests were useful, if the testees had more than a few hours of notice, then as one commenter pointed out, marijuana use is the only thing that should show up. Virtually all other illicit drugs clear the system quickly, so the evidence is that only 2% of welfare recipients in FL are hopelessly stupid.
