You do realize that this is not (yet) permanent? The government is deciding whether or not to appeal the Ninth Circuit's decision on this. Until they appeal (likely to the Supreme Court) and a stay is granted (likely), they, in theory, have no choice about whether to accept LGB recruits.
At some point in the not too distant future, the certifications necessary for the DADT repeal law to go into effect will hopefully be signed, and after that, in 60 days, DADT will be no more, regardless of the status of the court case.
