Just renting out the rights to use, say, a road or a public facility costs money, and is limited by how much there is to spend. The crew work by union rules (money and time) and if something can be told in one scene - rather than two, the producers will chose the second option. Adding an extra character will cost thousands of dollars, and if they only say a couple of lines a main cast member can say, they will be turfed.
I made a movie of a story I did. Heaps of stuff had to be cropped and left out just to accommodate the medium!
