Layout Style: Flexible Squares
Basic, Paid or Plus: Basic for the comm.
Problem you are having: Tags not showing up in side bar/top bar. I was under the impression that if I click 'Yes' under the side part customization it would show up, and alas it has not.

Search for this line in your CSS:

li.sbartitle, #sidebar_summary, #sidebar_tags, #sidebar_calendar {display: none}

Delete the bold text.
