And see I can't remember where I found it, but it was totally in some interview or SOMETHING. But yeah, in 1996 Julian Barratt and Simon Pegg and Jessica Stevenson all did this weird sketch-ish show called 'Asylum' --which was where Simon and Jess met. So I can only assume that they were still in touch when the Boosh was born, and somehow developed a Howard-esque character (because Brian TOTALLY has some of Howard's qualities) for Julian. I don't know. The article didn't really explain how it came about, but still. Awesome.
