What an interesting look into Tosh's state of mind during this time of transition! She's got a long way to go, but as we know, with Jack to help her she not only survives, she blooms at Torchwood.

I hope you'll write more from her P.O.V. She's such an awesome, yet often overlooked, character.

According to this handy timeline, Tosh was recruited quite a bit before Owen, so your assumption is correct. :)
