He's a Jack Kirby Fourth World villain named Mokkari. Mad scientist-type working for Darkseid.

Thanks for the birthday wishes. Quiet day, I've been getting over a cold which our daughter also got, so, plans for a day trip yesterday were called off. I ran errands, drew a little, we watched Jason and the Argonauts (1963, still holds up), ate homemade cake, then I got a stomach ache (ate too much, too fast) and typed these replies, and that was how I turned 48.
