How often do noob cartoonists send you drawings/portfolios. And is it annoying when it happens?

Almost never/Never.

I used to get a lot of comics and minis in the mail, though. I didn't mind that at all, only when someone insisted I critique their work and, then follow up a week later with another letter wondering where their reply was etc.
