well, in Vienna I stayed at Wombats Hostel, and that is really clean and new looking and lovely. Definately safe too. It's well known as a really great hostel. It's still sharing rooms etc though, although all the rooms have their own ensuite which makes it a bit nicer.

Stayed there for 6 days two years ago (my god, has it been that long?). I'd definitely stay there again. Big rooms, good front desk service, ideal location, decent deal. Better than a hostel by far. If you can swing this place I'd say do it.
Also, let me recommend Hotel Sissi in Budapest, which is in the same price range. A little better in terms of cleanliness, great staff, and good location (albeit a little out of the way).

Have you considered living with someone? When I was there (admittedly that was four years ago), people were renting out their rooms and it was much cheaper than being in a hotel. Local travel agents should be able to give you a list. But even so, the hotel might be a better option as there your valuables will be safer (am a bit down on Eastern Europe at the moment as too many people there tried to fleece me out of my money).

sorry, I wasn't very clear about it. I meant you can also stay with someone for as little as one night. Usually it's older ladies and their English is very limited and it's at their discretion what you get for breakfast, which is paid for. But you might be able to cook your own meals (that's at their discretion as well) and you will definitely get a feel for authentic living conditions in the country you're visiting. On the down side you could potentially ave something stolen there. if you forget something, chances are more than likely they won't send it back. But then it might be the same in hotels.
I'm painting a pretty bleak picture here. But if you've got any more questions, just ask. I lived in Budapest for five years so can tell you a lot.
