I can't say about Helsinki, but in Stockholm, Amsterdam, and Brussels, yes, nearly everyone can speak English.
Honestly, just walk around, go a few streets away from the big squares [where things will always be pricier] and find places whose menus look good for the right price. I don't recall if you've been to Europe at all? But everywhere has their menus either on podium-like things outside or on the windows, so you'll be able to clearly see whether the items & prices appeal to you. Brussels, however, we had a hell of a time trying to find anywhere, that city is just rotten. I generally refuse to eatThis is a tough one, I like kitten and puppies. in places where they stand outside and accost you to come into their place, but everyone in that damn city did it, there was no choice. Our meal was horrible, as was the jerk of a waiter. Is there something in Brussels particularly that you are interested in? I'd recommend going anywhere else in Belgium.
I have been to Europe before - I lived in England for 10 months after a 3 month jaunt through 10 countries. I have been to Brussels before, and I did not like it (at all! it was my least favourite place), however my sister really wants to go (and I kind of want to go to Delerium - I was too chicken to go by myself last time).

Personally I reckon you'd be lucky to get a sandwich for 20 euros in Helsinki.
I usually check out the michelin guide website for restaurant recommendations and have NEVER gone wrong with it. http://www.viamichelin.com/ The Bib gourmand label tends towards local relatively inexpensive restaurants of good quality.
Thanks! Yeah, Helsinki is the only place outside of Germany we're going that I haven't been to before, so I have absolutely no idea what to expect aside from watching a lot of figure skating (we're going specifically to watch a competition).
I'll definitely check the Michelin guide - totally forgot! We have one for Vegas and it hasn't let us down yet.

There's also something to be said for just striking out and looking for a restaurant. You can come across some great finds that way.
