As a member of the police force, there are, as far as I'm aware, no restrictions on visiting a detained criminal or individual.

You're with the police force, there's no need for you to ask for visitation rights. However, as Officer Hughes has said, he's going to be placed into a solitary unit for a couple of days because he "let himself out" and came back, for some reason. Once his punishment is over and he's placed back in a regular cell, you can visit him.

I understand. I heard about that fiasco which is why I wanted to speak with him. It will be very brief, Officer Minato. I only ask for maybe a bit of time to speak with him before he's put into confinement.

Alright, that won't be a problem. But once he's there, you'll have to wait for him to be moved to his new cell if you want to talk to him again.
