Detention without charge

I wonder why Tendai Biti's arrest and detention for a week (ed:three times the legal limit) before he was charged made the news. After all, he's clearly a terrorist, and his organisation is trying to destabilise the Zimbabwean government. We should be perfectly content to let the detention last up to 42 days before we get even remotely concerned
