It isn't "could", but "will". If a human has power, he or she will misuse it at least once. Even the calculating and logic-loving alchemist of Atlas are prone to this.

After all. What's the point of having it if you cannot use it for what you please?

What I say still stands. If there is a wall, so to speak, humans, being ever the persistant beings, will either find a way around it, or claw at it until the end of days comes for them.

Rather. It doesn't matter if you lay out consequences. They'll still abuse powers. Politicians of the human world thrive on this; some of the things they do are taboo, and could ruin their lives, but it never stops them.

It's almost cute.
