Yep. Realms/servers are flagged as PvP (your toon is flagged all the time once over L20) or PvE (you have to manually switch on PvP), but attacking PvP flagged members of the opposite faction (whether they're NPCs or PCs) flags you for PvP for a minimum of five minutes.
It's kind of an issue if you're a point-and-click with lag issues, like me, who plays on a server with a known population of PvP griefers (although this one time, when my little lowbie druid was being corpse-camped by a whole group of mid-level PvP Gnomes (I...so playing on Azsune has made me really dislike gnomes), I was totally ranting about it on whisper to my brother... who proceeded to round up not only his level-capped shaman, but also three of his level-capped raid

Doesn't that mean that you can be standard PvE and if you see a much weaker player tagged PvP you can hit them (for normal damage) but, since you're not tagged PvP until *after* you hit them) they don't have a chance to hit you first.
If you first blow kills them (or near enough) you can just grab their stuff and by the time they've corpse run your 5 mins is up and they can't hit you back as you're PvE again.
If you hit a player who's not in your level range for a battle then you can't loot them (and I think there are limits on what you can loot anyway, although I'm not sure as I avoid PvP like the plague), and you also don't get any honor for the kills (and honor translates into the currency you need to buy the best PvP gear). That being said, it does happen, usually by opposite faction players, but what usually ends up happening is that it'll either have happened close to one of the capital cities, at which point a boiling nest of level capped toons will appear and rolfstomp the instigators, or it'll happen out in a zone (as it did to me), and the camped person will yelp for reinforcements, who then come in and roflstomp the instigators

The Welsh have a saying which I love, and which I really can't give you the Welsh for, but in English it goes "February is a short month, but its discomforts are long". SO TRUE :/

Hi! *waves* Middleman is a (shortlived D:) US tv show, based on a comic (which is also awesome), and it's like what would happen if you made a layer cake out of nerd culture and geek jokes, iced it with whimsical absurdity, and then gave it a CGI finish. (the first episode involves genetically enhances gorilla MOBSTERS, and subsequent episodes involve Inner-Space and Titanic spoofs, cursed tubas, time travel, alternate universes, aliens and zombie trout). The possibly worrying thing is that my story idea runs about average in terms of crack versus the actual canon

I pretty much pootle around on my own, and I'm firmly in PvE realms only. PvP happens only via accident and is usually about 30 seconds before someone with actual skillz roflstomps me to the floor /o\
I think about 60% of my flist are on DW, and I mirror completely (and also follow people on IJ, and lurk on JF). So far I've avoided getting a tumblr. So far *facepalm*
