I'm from Phoenix and we refer to "the I-17", "the loop 101", and so on. No one says that up here in Minnesota or in New England. I wasn't even aware of the difference until a couple of years ago when someone here brought it to my attention.
Strangely enough, the unique highway language was one of the first things I noticed when I moved to Los Angeles. I once read a screenplay supposedly set in San Francisco where the writer had the characters using the word "the" in front of "101." I knew immediately that this writer had no idea what he was talking about.
