I...what? That's the most bizarre characterisation of the aged pension I've ever come across (I can't think what other part of social security he could be referring to).

That possibly says more about your reading. That the aged pension can create unsustainable intergenerational transfers is a pretty standard critique of it: particularly as life-expectancy continues to rise and fertility rates fall. The entire Oz push to self-funded super is a response to the problem.
