Yuk! Unfortunately, fairly standard crap.

Me, I would go for external exams which meant something and payment by results. But that would require almost no central administration, so would not suit the bureaucracy at all.

Particularly as I would also turn all government schools into private ones.

In Switzerland, they have schools run by the local communes (very small government areas) which have full control over budgets. They pay teachers lots, but teachers are also fairly easy to sack.
