I've found that anyone worth talking to seems to have arrived on the trains, actually. What's weird is that some of them have come here on holiday, or aren't bothered about getting home. I don't think she's the boss of an entire country - if she was, would she really have time to concentrate this much on Eronum? Besides, I've never heard another nation refer to their boss as 'the Overseer'... This is fucking abnormal.
