I'm kind of feeling bitter right now about this issue because my blanketing ideas are very different from those of my employers. But, basically, in this cold rain (upstate NY), I would put a waterproof sheet on the horse. If the horse is shivering, put a thicker blanket under the sheet. Especially if the horses are clipped.

i only blanket, and only with a waffle cooler, if i am cooling out a worked horse on a cold wet day.

probably worth noting i ride icelandics, and i always walk on a loose rein and relax us for the end of a ride.

our horses have 24x7 turnout and a run-in. i notice them going down for rolls after work in the cold, but not usually for the run-in.

eta: none of the horses at our barn wear blankets routinely; i actually have maybe the heaviest blanketing schedule :) we range from the iceys through tb's, paints, an arab, and a belgian. we're located about 15 miles north of boston, mass.

I'm in Glasgow, Scotland so it tends to be cold, wet and windy. Our HighlandX only gets a rug when he's clipped because he has a very thick coat and simply doesn't need one. Our New Forest needs a thin sheet when it's wet and windy. She's fine with rain or wind but if the two happen together she stands in the middle of the field and shivers (she's not very bright!).

Winter riding tends to be mostly weekends as we don't have anywhere inside to ride. We just ride them before they get turned out, and if that isn't possible then we bring them in to dry off before riding.
