It seems that you have a horse-boarding tenant and your land thusly zoned agricultural, but you want to get rid of the horse-boarding tenant but then start a horse-boarding situation to keep your land zoned agricultural...it just kind of seems like reinventing the wheel to me.
That said, if you want horses on the property but do not feel comfortable running the operation, your best bet would be to lease your facility to a trainer. Which goes back to the race-horse trainer you already have.
Maybe there is more to the situation that would clarify more what is going on?
And Ishould probably elaborate more- the property was leased to the guy for him to supposedly keep HIS OWN horses on- not run a training business out of. It means there are more people coming and going, the gate is getting left open, the trainer guy is pissing off the neighbors and causing problems, and while it's zoned agricultural, it could be used or horses or cattle. I'm contemplating suggesting we just run cattle on it instead and see if any local horse rescues need foster homes.
