I'm pretty sure UW Stevens Point was going to do something like that. They have composting dorms, but i'm not sure about the whole campus. I toured there last summer, thinking i'd go because of their solar panels and environmental focus.
you might want to look into vermiculture (not sure i spelled that right) composting with worms...I don't know alot about it but what i've read its not very difficult. The veggie co-op at my school does it. It yields up nice soil that can be sold or used in some way.

Not sure if you're in New York state or New York City, but you might want to contact O.R.E. (Outstanding Renewal Enterprises) or at least get information from their site.
I went to a college that had the bins, just because they make it simple to sort your garbage doesn't mean people will do it, especially if its not their mindset. One other concern is that I noticed alot of the time our bins overflowed much faster than they were emptied and people either had to walk around in hopes of finding an empty bin or simply set the stuff on top, guess what they chose.
New College in Florida has a composting program.. I think you can find out more about it on their website. It's pretty new (well, the school, and the program ;)
