All they mean to say is "good verbal and written communication skills".
English in this job ad really sucks (in all 3 incarnations I posted):

-- Fulfill with the target date of project
-- Observe with the deadlines of projects
-- Observe with the finishing date of projects

as in "meet project deadlines"
