Now, I realize I'm not a lawyer and all, but if you make a statement that says "This right shall not be suspended, blah blah blah", doesn't that rather imply that the aforementioned right is so widely understood to exist that to say that is doesn't exist makes you rather a moron?

And expand the power of the Executive branch. As I've heard it put "the Imperial Presidency." It's apt.
