i don't know about california laws, but here in arizona you pay rent to do whatever the fuck you want to. we used to have parties that were noisy. our neighbor called the cops on us three times, and every time the cop said she shouldn't have been called. in fact, she said that all the notes our neighbor left on our door could have been considered harassment, and SHE would have been ticketed.
