I'd say the Hive Queens created Jane and Ender influenced or maybe "raised" her. Since the Hive Queens were the ones who called the philote to build the bridge. The mind game's adapting to Ender was what was most impressed on her memory, and he was who she adapted herself for, but he had no conscious influence on shaping her or calling her, so it doesn't make sense to me to say Ender created Jane.

I think the hive queen tried to control Ender though the mind game and he over came her then. But the link was still there and Jane evolved.

Actually, on one of the forewords from one of the books, OSC says that it was Bean the one that came up with the idea if the program that later evolved into Jane. It connected with Ender because it was supposed to be an intelligent program that managed all of Ender's money on Earth after he went to a colony with Val.

It was NOT created by Ender or the Hive Queen. Yes, the Hive Queen used Jane later because the philotes were also entwined with her mind, but Jane is NOT part of the bugger mind. And yes, Ender was the first person Jane knew, but he didn't create her. If anything, the IF created Jane from one of Bean's idea. All in all, even if no one but Ender knew she existed, she's an accident.
