I have no idea how to help you. I just wanted to say that Finn and I are in the same boat. Don't feel alone! Finn's lack of canter has more to do with me than anything. Uhg. How old is Cho? Finn will be 7 next month.
She's 8 next month. the fact that she's turning 8 (for whatever reason) also made me go "shit!" It was like...ok, you no longer have a young horse with any sort of an excuse. 8 year old horses should be able to canter.
Hopefully my new focus on the issue will help the improvement...she's not getting out of a single session without cantering in some fashion :P
Not having seen her, I dunno for sure, but I bet your best bet would be to longe her in side reins, maybe toss in some ground poles for her to go over. That way without you on her that'll lighten the load, plus make it easier on you to keep her going forward.
Maybe, once the weather gets nicer, you can take her outside? She'll probably have lots more vroom out of the arena, and any hills would help condition her booty. ;)

As soon as the ground is thawed but solid (spring = mud here) we'll be outside, for sure. She is a different horse when we're out.
I'm going to try and find a mini USB cable so I can upload my video from December...then you guys can see what I'm actually dealing with :D
