OK. Although Visor Lady is weird (she also goes through the trash and stuff), I think it's obvious that she's a lonely old lady. The reason she waved her hand in your face was because you never acknowledged her presence. She doesn't have anyone and is socially awkward; she doesn't really know how to interact with people, but she knows she has feelings. That's about it. Maybe you should try to be less self-centered and see things from other people's perspectives.
