Continued Chadian Contentions

   As you should recall relations between Chad and Sudan had flared up into a state of war regarding overflow of violence from the Sudanese region of Darfur (which borders Chad) but was resolved two months ago by the Libya sponsored Tripoli Agreement. The biggest question I have, which wasn't addressed specifically/elaborated upon, is the whole concept of meeting for Recess during Closed or open sessions. It seems to be a loophole that the senators can write the necessary legislation during these times, and take actions they wouldn't in open discussion and can't (technically) in closed.
