When something like that happens and a person isn't allowed into a country, do they get the cost of their flight ticket getting there refunded?

Nooope. And I bet you even if I had that "trip insurance" they're always trying to sell ya it probably wouldn't have covered it. It's my strong suspicion that they have small print ensuring that it doesn't actually cover anything at all.
