From what I know, "Loki's kin" primarily means a messy Venn diagram with overlaps of certain Iron Wood jotnar, forest or mountain-dwelling jotnar, a number of fire etins, and so on.
But in a wider socio-political view, I include (gross generalisation alert!) all those jotnar who could reasonably be interested/involved with the politics and conflicts that occur where the AEsir/Vanir/Jotnar rub together, given Loki's position as a boundary-crosser and his involvement with the Aesir and Asgard-dwelling Vanes. Thus, the etins of Jotunheim could be included, but those in Muspellheim, Niflheim, etc. who generally eschew outside contact would not. :)
