In the GIMP, it's all about layers. You anchor the first one as the background, then create a new one on top of it, paste what you want into it, anchor that, etc. until you have what you want. Then you save it as a .gif animation file (the trick is to get the cycle rate slow enough - I had to save the thing, like, 10 times to get it slow enough). I only figured it out because I have WAY too much time on my hands.
