I have seen Dr. Steven Overman at the Seattle Arthritis Clinic and he's very prestigious. I wasn't ready to go on any new medications, so he and I didn't work out, but if someone wants to tackle their issues and is ready to accept pharmacological treatment, he's your guy. He'll do a lot of good thorough testing in advance, which is nice.

Nearby in the Northgate neighborhood is the Community Psychiatric Clinic which has sliding scale fees for people without insurance. They also have a location in Lake City.

I love my psychiatric nurse practitioner, she's in Green Lake, but I don't know if she's accepting new patients. IIRC, she bills my insurance about $100 for my med-management/therapy sessions.

FWIW, I have GAD, almost OCD, bipolar, and ~PTSD~ like symptoms.

A bit of poking around and I found 2 sliding scale places.

ACRS
206-695-7600
206-774-2417 for office hours during inclement weather
TTY: 206-695-7609
3639 Martin Luther King Jr. Way S; Seattle, WA 98144

and

Nystrom & Associates, Ltd.
206-467-5027 Seattle Office
Northway Square East: 2150 N 107th St., Suite 220; Seattle, 98133
425-454-1919 Bellevue office
I-405 Corporate Center: 301 116th Ave SE, Suite 105; Bellevue, WA 98004

I think the second one is a better option; the blurb specifically mentions expertise with anxiety and depression (which, yeah, is not the same as them saying they've expertise in bipolar, but it is at least helpfup), along with PTSD, eating disorders, women's issues, and chemical dependency.
